• Preparation and codification of required offers in the context of policy making, leading and development of water and wastewater industry in the country and delivering that to the Ministry of Energy.
• Presenting consulting, management, technical and engineering services related to companies which are active in water and wastewater industry of the country.
• Studying, planning, scheme preparation, management and supervision on water and wastewater schemes in urban and rural regions and related industries and installations in condition of following the regulations of Ministry of Energy.
• Performing research activities and educational planning related to water and wastewater industry, in order to improve the scientific level of personnel and managers of the company and of related subgroup companies.
• Preparation and codification of standards , instructions and operational bylaws related to water and wastewater affairs in context of engineering , development and operation activities as well as water consuming and waste management , customer service , financial service , human force and research and criteria affairs which are supervising the relationship between subgroup companies and customers in order to deliver better services , and finally submitting these documents to the Ministry of Energy for approval .
• Membership and participation in international conferences and councils which are related to water and wastewater.
• Codification and proposing of annual water and wastewater tariffs to Ministry of Energy for approval, and also supervising the exerting the approved tariffs in water and wastewater companies and finally doing all the required coordination with other related organizations.
• Planning and performing the necessary measures in order to supply financial needs, invitation of public and private participations, and also attracting investments based on related criteria and regulations, in order to develop the capacities of water and wastewater schemes and operating related installations.
• Executing stock management, forming public conventions of water and sewerage companies for budget and financial statement survey and taking decision about them, management and leadership of subgroup companies, determining authoritative representatives in public conventions of such companies, staff monitoring on their activities and doing their auditing.
• Supporting the private sector in order to perform research, executive, productive and operational affairs as well as maintenance of water and wastewater schemes and installations in order to decrease costs, increase productivity and improve the level of services.
• Creating coordination in performing the urban and rural water supply schemes and delivering them to the regional water organizations and water and wastewater companies.

Getting any type of loan and financial facilities from interior and exterior sources , delivering bonds , internal participation , branch pre-sale and other methods of financial supplying along with providing justification from legal references and optimal usage of these sources through providing facilities and circulating financial sources between the company and subgroup companies and guarantying these companies for the process of getting loan and facilities , respecting the criteria of public convention
