Tasks of duties and responsibilities

  • cooperation with provincial and regional water and wastewater companies in budget estimate, review of financial resources, setting up financial agreements for research projects (including those for supply, transmission, treatment, and distribution of water and collecting and treating wastewater) and exchanging them with plan and budget organization
  • Obtaining credit allocation and full advance payment orders, timely offering of amendments and transfer of credits, and monitoring the progress of research projects.
  • Monitoring the performance of consulting engineers and commenting on their interim and final reports
  • estimating the amount of water needed for cities, determining the amount of water supplied for cities and their water capacity ,and determining priorities of implementing projects in collaboration with water and wastewater companies and regional water organizations according to the cities' level of water stress
  • providing expert opinion and advice regarding people's inquiries and correspondence about water supply and sewage disposal with cities' responsible authorities and people's representatives in parliament
  • Continuous monitoring of the implementation of water supply and transmission and distribution plans and wastewater collection and treatment plans.
  • Collaborating with companies in planning the creation of waste collection and treatment networks and determining the share of local and state resources for their implementation.
  • Participating in contractor selection committees, evaluating give and take commissions contractors' proposals and bids , and if required by provincial water and wastewater companies and regional water organizations, identifying and determining the required technical standards applicable to water and wastewater industry projects.

Deputy of Engineering and Development
  • Studying and developing standard design and computational methods
  • setting technical specifications and study standards for research projects, and supply, transmission, and distribution of water from wastewater collection and treatment plans
  • setting a base price for a variety of water and wastewater industry tasks in addition to offering technical specifications for all items listed in list price and updating them
  • Evaluation of engineering consultants and collecting the profile of contractors and domestic and international consultants and also the work done by them
  • monitoring consultant engineers while studying interim reports and offering advice on them
  • exchange of views and technical cooperation with regional organizations in preparation and implementation of water and wastewater plans and technical supervision and control of progress in mentioned projects
  • Reporting on the implementation activities of water and wastewater companies to implement water and wastewater treatment plans
  • Assistance in estimating the water requirements of cities based on population censuses, urban trends, changing population patterns, and other factors.
  • Conducting surveys in order to fully understand the dimensions and objectives of water supply projects as well as identifying regional plans in this regard.
  • Collaborating with water and wastewater companies in setting priorities for the study of cities' water resources
  • The study of water resources, water supply, and urban water distribution
  • Collaborating with companies in planning and setting up wastewater collection networks and treatment plants and determining the share of local and state resources for their implementation.
  • Preparing reports on the status of urban sanitation systems in terms of their urgency and priority
  • Reviewing final reports of consulting engineers and selecting and approving the most appropriate one in collaboration with relevant companies
  • Cooperation in estimating the water requirement of cities according to their aggregate statistics, their process of urbanization, and population growth
  • Collecting information on the amount of water supplied and the amount of water harvested from different sources (surface, underground, desalinated , etc.), and keeping this information up_to_ date
  • Collecting information on water lines, volume of water reservoirs, and number of wells drilled and in operation and keeping this information up_to_ date
  • Determining macroeconomic indicators of drinking water supply in the country with regard to pollution and the qualitative and quantitative potential reduction of water resources due to various limiting factors.
  • General understanding of the dimensions and objectives of water supply engineering projects as well as identification of regional plans in this regard.
  • Determining the priority projects of water distribution to cities .
  • Constant monitoring of the implementation of supply, transfer, and distribution plans and providing technical advice with the aim of improving the quality and accelerating the administrative process
  • Reviewing the physical progress reports of the implementation plans and preparing reports on their performance and on how to obtain credits
  • Reviewing the bidding documents related to water supply and distribution projects and determining the special conditions of the contract if necessary
  • Temporary and final delivery and changing commission
  • Monitoring the documentation of project s and recording of events and offering suggestions in this regard
  • Participating in projects for the elaboration of water industry standards and regulations
  • Contributing to the confirmation of capabilities of selected consultants and contractors of water and wastewater companies within rules and regulations.
  • Cooperation in studying and verifying the best plans for collection and treatment of wastewater in terms of structural analysis and technical specifications
  • Preparation and implementation of technical and operational standards for sewage networks and wastewater treatment plants.
  • Monitoring the qualitative and quantitative activities of contractors according to the schedule and applying a supervision system including visiting the projects, preparing official reports, and quality control
  • Establishment and implementation of a priority system for the development, reconstruction, upgrading and modernization projects of water and wastewater sector of the country
  • Following up on the consideration of water and wastewater plans in the annual budgeting rules and forecasting the required appropriations based on the results obtained from the system setting the priorities of projects
  • Preparing agreements and determining the volume of works required for water and wastewater projects of the country
  • Following up the allocation of budget to national and provincial programs and also the allocation of concentrated credits to the company
  • Formulation of water and wastewater sector proposals for the annual budget and appropriate budget orders and notes
  • Compilation of macro industry indicators and planning and monitoring the progress and realization of these indicators in the water and wastewater sector of the country
  • Monitoring the provisions of the budget law and reporting them to relevant authorities at regular intervals
  • Developing and proposing provisions related to the water and wastewater sector for inclusion in the five_year development plans.
  • Compilation and updating of the Vision Document and monitoring of the indicators to achieve its intended results at different stages
  • Planning to formulate and implement water and wastewater companies' strategies based on sustainable development indicators.
  • Controlling and checking contracts, costs and executive affairs according to sustainable development principles (Supreme Leader's order)
